The Minister of Public Health clarified that the health emergency in Ecuador governs from the moment the President Guillermo Lasso issued Executive Order 454. In other words, the emergency has been in effect since June 17, 2022.
In addition, the entity clarified that each institution of the Global Public Health Network (IESS, ISSFA and ISSPOL) is required to declare an emergency.
Through a resolution published on June 22, the MSP recalls that an emergency has been declared due to the shortage of medicines and medical supplies that are out of stock and at risk of rupture at the national level for a period of 60 days.
Likewise, the impossibility of carrying out common public procurement procedures is declared, to overcome the current emergency situation for the acquisition of medicines and medical supplies.
Also provide for the use of all the human and material resources of the Ministry of Public Health to deal with the emergency situation declared in the first point.
The Minister of Health, Ximena Garzón, has indicated that this emergency declaration will allow the purchase of all the drugs in the basic table of drugs. “100% supply will be achieved for six months.”
Minister Garzón explained the administrative planning, which stipulates that the preparatory phase will take place within the first 10 days. In the next 10 days, the processes will be uploaded to the public procurement portal and in the next 15 days, the receipt of the purchased drugs is expected. The remaining 25 days of the emergency will be used to close the administrative part.
The budget will be the result of the drug market study established in the National Basic Table of Drugs (CNBM).
