Up to 133,000 people displaced by the war in Ukraine have received international protection in Spain through the emergency procedure launched by the executive on March 9, the Interior Ministry said on Monday.

The department headed by Fernando Grande-Marlaska has highlighted this fact, stressing that these procedures were carried out in a total of 70 police stations, as well as in the four care and reception centers set up in cities such as Madrid, Barcelona , Malaga or Valencia.

Interior has highlighted this fact in the review of its activities so far during the legislature. In fact, in this analysis collected by Europa Press, the Ministry points out that granting temporary protection to those displaced by the Russian invasion of Ukraine “is one of the most important measures that have marked” its activity “in the first half of 2022 “.

He also underlines his “intensive” work this semester in the area of ​​planning with the adoption of strategic plans for the coming years.

In this sense, he has pointed to the National Strategic Plan against Trafficking and Exploitation of Human Beings 2021-2023, which, as the Ministry explained, “identifies five priority objectives and sixteen lines of action, affecting both public bodies and the third sector, which aim is to take a multidisciplinary and comprehensive approach to this serious and enormously complex criminal phenomenon”.


She also evaluated the Strategic Plan for Missing Persons (2022-2024). Noting that this is a “pioneering plan in Europe”, Interior pointed out that it “aims to increase the preventive and investigative capacities of the security forces and bodies and to further improve the protocols of action in order to more effective response to the disappearance.

“The plan pays special attention to two vulnerable groups: those of minors in care, to identify the causes of absenteeism and find out the reasons for relapses, and that of people with some cognitive impairment, to prevent plans for a specific search and to develop , in which there are more technological measures to prevent, investigate and solve cases,” he stressed.

In addition, he highlighted the II Action Plan to Combat Hate Crimes, which consists of “eighty-six specific measures to prevent, detect, investigate and combat this type of crime, including the creation of specific anti-hate crime groups within the information units of the National Police and the Civil Guard”.


In this review of the first half of the year and in the field of security, the Ministry has also completed its work on the implementation of the III. Special Security Plan for the Campo de Gibraltar, which extends its validity this year and into 2023, extending its territorial scope to the provinces of Granada, Almería and Seville, adding to those of Cádiz, Málaga and Huelva, where it has already been applied .

In addition, during this first semester, the department managed two devices that, according to the Interior Ministry, have required “a broad deployment of troops and the coordination of various institutions and organizations”.

In particular, he referred to the “nearly 16,000 agents of the security forces and bodies” who, since June 15, have been guaranteeing Operation Crossing the Strait to manage the transit of citizens of North African origin between the peninsula and North Africa, and those, like him has pointed out, have already exceeded one million people.

Likewise, he stressed that “nearly 9,000 agents” took part in Operation Eirene, which was supposed to ensure the protection of the NATO summit in Madrid on June 29 and 30 and which brought together fifty heads of state and government in the Spanish capital.


On the other hand, the Interior has indicated that in line with the global goals of the 2030 Agenda, the Ministry approved in June the Spanish Road Safety Strategy 2030, which aims to be the “national reference framework for road safety policy” which aims to “ to halve the number of deaths and serious injuries caused by road accidents by 2030”.

In terms of human resources, Interior points out that in the last six months, the exchange rate of state security forces and corps agents has increased to 125 percent in order to reverse the process of downsizing that had taken place in previous legislatures.

In this sense, he pointed out that in May the Council of Ministers approved the advertisement of 4,992 posts for state security forces and corps, and that the personnel of the National Police and Civil Guard exceeded 154,500 people in July. “The highest value in the last ten years, reaching the historic maximum of 2011,” the ministry said.

The adoption of the Explosives Precursors Bill or the Organic Law Project in the Council of Ministers, which regulates the access and use of financial information and other types of useful information by competent authorities for the prevention, detection, investigation and prosecution of crime, are other initiatives which are highlighted from the inside.
